AFAIK there does not have to be an offtake agreement to commence development works on the expansion. The board could make a FID if there are funds available to start construction. So the strategic investment is the key!
My guess is that the ducks are relatively aligned behind the scenes, and as we start churning out BG product continuously, various transformational catalysts will be announced in quick succession
