It may face complications or perhaps since RIO have already made the officials go through the process, it may speed up the approval for AGY.
It is up to the officials to make the decision and up to AGY management to meet the requirements until it is finalised either way. And it is up to the investors to believe what management has publicly announced as its milestones.
