If you notice the net shorts reduced on and around the 5th, so they likely closed out shorts 5th onward, these could be just the same mob adding back shorts after closing. It's a pretty small amount of shorts outstanding, and likely nothing that could manipulate the SP outside of a single day.

The shorts outstanding for AGY are probably only a positive at this level because it's not enough to put much pressure on the SP, but its enough that if there was a breakout they would be forced to cover and add a lot of buying pressure.
