More likely than starting on a plant that doesn't yet have approval.

They won't start anything that doesnt have approval. Given its connected to the current operation it is almost certain to be part of it.

Everything they are doing is a first for AGY I doubt evaporation is an exact science, they may have originally planned for another pond or have discovered they need it...

However its certainly possible concentrated brine could be pumped to the stage 3 ponds at some point, unlikely IMO but you never know...
