They cannot start the expansion without relevant approvals.
Simple.
You seem to have misunderstood the prior permits/approvals.
If they wanted to start the ponds for the 10ktpa expansion (prior to the plant), they would have to have approvals at least for those ponds.
AFAIK no approvals have been granted for the expansion yet.

No harm in guessing what the new ponds are for, but we should not get our facts mixed up wrt approvals etc!!


AFAICT the approvals for the 10ktpa expansion cover ponds + plant etc, so we should be expecting them to be combined, rather than staged as per S2.
