My take on this is water rights mate. The Colorado River is at unprecedented lows atm and the Govt is currently in buy back mode for these rights. It will be interesting with the push for Li reserves and development of mining in the Tonapah region and well beyond how they will be able to balance these demands. I speculate that if you think the 10k approval is taking a long time, better not focus on this. I would be very interested what others think about water rights and how this may pan out…
