Yes, if I were a fund manager with millions of dollars at my disposal and a crack team of researchers and technical analysts with an army of bots running HFT algorithms, evaluating projections of future demand and looking at the stage of development and peer comparison, I would be using everything at my disposal to ensure I was buying $1 notes for less than half price.
A large resource is worth nothing if you don't have the ability to convert it into a product.
