Good post. Sometimes we see some really dumb-as-a-doorpost comments from other users and have to spell it out.

You forgot one point though (probably most important, IMO)... Derisking.

Even if they had not achieved a thing from your post, the permit would still derisk the company from being such a tiny operation not worthy of even being acquired. Doors will open once the world can see AGY have the permitting to a larger operation (even though it's only an additional 10ktpa).

Which is why I still maintain the off-take is contingent on the expansion approvals (probably amongst other things), even though we've been strung along to think the off-take is contingent on favourable terms to AGY this whole time.

IMO only. Keenly awaiting the day to be proven wrong, so we can all make some money.
