If the two companies are working together in the education and training of locals then it might lead to a) better co-operation and sharing of technical abilities; b) poaching of qualified staff and their knowledge. I'm a glass half full guy so think (a) is more likely, we've already heard about shortages of qualified miners/driller/laborers. Hey Puna, you come run our operations over here at Rio and we'll split revenue 50/50.
The above is just speculation and me spit-balling ideas.
