You, I and everyone else here know that the 2 ktpa plant budget was incredibly fluid, and was initially costed at just US$14.3m, plus VAT and "contingency". The contingency was never disclosed, and you know this full well. If the 2 ktpa plant cost $1b (just a silly example, clearly not saying it did), JZ could still say we were under budget, because for the millionth time, the contingency was never disclosed.

Bottom line, the budget could be whatever JZ wanted it to be, because he hid the details from the start. He's wasn't lying by saying they were "under budget", but his failure to disclose the contingency from the start means that it was an incredibly slippery use of language.
