At this stage, imo, construction 2024-2025, commissioning 2026.
As several have noted previously: at that point, we will have been operating the 2ktpa plant for quite some time, and the commissioning process for the expansion should be considerably simpler than the current work. Of course there will be issues, but imo simpler and more readily dealt with. Plus, the Puna team will be vastly more experienced and knowledgeable by then!
