Same as the politicians and public servants here.
They just need to look like they are doing something.
I have to laugh when the government talks about productivity, they can say the word, but I don't think they understand the meaning.
Just think of the money flow and job opportunity that will be created in that region and it's all just waiting for that pen to come out.
