There may have been some unexpected "additional focus" on how our planned operations will impact the areas outside our tenements, since Rio came into the picture.
Looking at the satellite images shows they have a well that is a mere bee's appendage from our tenement boundary.... it appears they are either "checking out" our resource, or may use it as some type of monitoring well. Could an apparent "concern" from the neighbour be slowing things down on the permit front...?
Just food for thought.
