I am afraid this is a gross simplification. China may have incentives other than the pure economic ones to favour certain solutions.

For example: if you are a developing country as China is, what would you prefer: an industry that requires lots of heavy equipment you manufacture and a large workforce or an industry that is far leaner in equipment and labour consumption?

I've got a couple of european countries that were subsidizing coal based electricity production because of that. After ending subsidies, a full industry reconversion had to happen, often a painful one in term of loss of jobs.
