Exactly half of the ATL investment will be used for payments straight into Puna's pocket. If they have to 'fly in experts' at this stage of the game, I would be very annoyed, as would most investors. As per the announcement 2 months ago, absolutely no reason why production hasn't been ramped up - it's just a question of by how much.
Obviously it's concerning they didn't report on the progress for last month, as we all know from their track record generally omissions in updates turn out to be a bad thing. Time will tell.
