What if they're closer than they let on? Let's say they do have it figured out, and they're holding back because prices aren't hot.

Its a good way of keeping costs down. You save the exciting news for later... but instead you look like you cant solve the problem.

Hard to say how the market prefers it. "We've got it all ready and figured out, but we're not going into production because it isn't financially viable" vs "we're still trying... just a bit more time please folks."

We all know what the rationally better position is, and yet we all know the market is irrational.
