Western Countries try to build conversion plant in order to reduce Chinese's dominant in this stream however apart from too expensive in their construction, it seems like there's other factor in tweaking the process that haven't been worked out well. Where else in the world that the conversion process stands at least 50% from their input material? or we never find out this answer due to secret recipe?
