'Dog stock' is a very common term. 'Dog' can be used in the same way for pretty much anything. It's a normal part of English vernacular. I don't think people using the term are generally denigrating dogs or viewing dogs negatively, it's more that you wouldn't want a stock with dog like characteristics. They may be fun to take for a walk or cuddle and they may be great at protecting your home from burglars, but you wouldn't want one to manage a company.
