The S3 plant is planned for an immediate start ("seamless transition) upon completion of S2 in March/April. Funding is intended to be announced before plant commissioning to ensure this can go ahead when ready. It's the same manufacturers of the same or similar parts so there'll be no fartarsing around. Los Kennards del Rincon probably won't even get the equipment back between jobs.
I think the sequence of announcements over the next year will fire it up for the long haul.
