    It will take them another 2-3 years to get funding for a 10kpa plant, which is why they need to start asap. It will end in a CR to fund it most likely though, as no one wanted to do business with AGY to provide a finance deal for the 2kpa plant, on top of that they will need a minimum 2-5x more money to build this one than that.
