If the 2k plant produces significantly more than 2k right after it is commissioned then I think the market would be (happily) surprised. Similarly, if it produces less than 2k I think the market would be disappointed.
It would not surprise me if they are able to optimise the plant once it is up and running and improve production as time goes by. This is fairly common in process industries and 'low hanging fruit' when margins on production are high.
