You're posting quotes out of context.
Post the complete info ffs.
The "2-year" period simply referred to the fact that the 2ktpa target was a SHORT-TERM target, and from the start of 2023 (less than 6 months from now), the 10ktpa target will apply (now 12ktpa btw).
The statement was made in early Feb 2001:

The 2ktpa plant is an interim step, intended to form a modular part of the larger operation.
