    Hi ESC,
Extra capacity or production is something which generally comes up down the tack or at at later stage when the actual production is nicely smooth none as a steady state and the result of a high demande of the product is out there.

Technically in a production line there is what is known as a bottleneck, namely a machine or machines which have an output which cannot be exceeded, as my experience is more in food and general bulk handling and not chemical I could see many valid reasons for this extra capacity to be hard to be squeezed out of a brand new plant. If you compare just the sizes, "which when built cannot be expanded" of the presses of plant 1 and plant 2, IMO they could be one of the main restrictive factor. I also would not be surprised if the actual process through the press is also time and capacitance restrictive?

But as you mentioned, they should have a stockpile of the row product and if by any chance they could actually increase production above nameplate they should still be able to manage this without exceeding the limiting tonnage approved by the authorities, say in this case 2000 tpa by just using the timing of the year they refer to, financial or calendar and I could not see any issues of achieving this.
