well for a balanced view he/she should also mention the positive things at the same time, such as the significant export license upside (plan a) (eg when indicating we need to build more ponds while our current $$ might not suffice to complete phase 1 - indicating that dillutive CRs might be coming etc). his/her comments are useful, no doubt, but a balanced view includes both the negative and positive things/scenariors, right?
