Not sure as a financial weapon per se, my understanding is that all countries use stockpiles to some degree - Some earlier posts from others explained it well. Aus from memory stockpiled fuel in the states during the covid era as a form of protection and buffer for fuel prices, availability and security. I know the US does same and releases from their stockpiles for same reason. It makes sense (to me) the Chinese would with commodities also and for similar reasons.
Yes, The world has become extremely competitive, no one respects or trusts anyone much anymore. It can't keep going like this so I share your wish.
