There is some truth to your statements. Following the Samarco disaster, Brazil banned upstream wet tailings dams (not sure if Caldeira is upstream?)
Carina have included a dry stack facility in their flowsheet to manage leach tailings while the pit isn't advanced enough to backfill (first 5 years). At 5 mtpa for MEI that would be a 25 million tonne DSF. Post #: 72255717
Ausenco are a tier 1 engineering group, they will be accounting for all of this in their scoping study for Caldeira. They also have Aclara's two studies to use as a starting point so it won't be missed. Ausenco have a stellar reputation, there won't be any dodgy assumptions in this one (cough cough Halleck Creek).
Now how dry the leach tailings need to be before you can class it as dry stack, not sure and I guess MEI will need to focus testwork on this space because it sounds like Serra Verde are making a balls up of their IAC plant.
