Exactly, being able to design and futureproofing a plant for the EPA laws will put MEI first.
Also China has banned exports of RRE, so is/ will be a bigger strategic asset, once the West wakes up has Western militaries fall behind due to lack of REE resources to build technological vehicles/ statalites, electronic tech in bulk.
