Well to be pedantic it says MTM can't enter into arrangements with other IAC projects in Brazil. They could potentially make a deal with an entity setting up a refinery say in the US irrespectively of where they get their MERC from. I suspect his point is more that both may get bought out before we get to such a point of development though.
Regardless, step one is to prove that it is drastically better economically than SX; so far looks like recoveries may be lower, but capex also looks possibly a fair bit lower. OPEX I'm not quite sure about as their idea of scalability is putting 1TPd units next to each other, doesn't seem like much economies of scale above the 1TPD level in the current design at least. If they are actually going to try to do separation using this tec they might need 4 or 5 after each other to get 1TPD of semi seperated REEs in Chloride form, multiply out by 5 in parallel to get 20-25 units to get 5TPD output, or about 1,500TPY after discounting for availability factors. It's a good thing to be exploring but much water to pass under the bridge yet.
