I've worked in construction for 15 years and we start work all the time before the official paperwork has arrived but its only because we know the paperwork is coming (usually because the people doing the paperwork have told us) and neither them or us want to waste time in the ground getting shit happening!
If AGY have started ground work for the next stages then they are happening, no two ways about it. Whether the paperwork is sorted this month, next month or in 6 months it will get sorted and we will move forward.
Jerko's balls must tingle every morning knowing what AGY might become.........hell mine do!
