It is Argentina and bribery from asx listed companies is frowned upon.
Locals expect wheels to be greased.
I think Livent CEO Paul Graves put it well when he discussed there are alternative ways to engage legally - ie paying for roads / community infrastructure.
Community engagement is key in what is effectively a Socialist nation and it seems unlikely that Orocobre could have progressed without giving JEMSE a stake in the project.
