Interesting points to consider. I wonder what other projects are currently in limbo and if there is a drive to have them signed off by the new government to show how they're getting things done (even though obviously the work would have been completed by the incumbents).
I also think management need to start approaching local government and point out that continued delays jeopardise current and future expansions and therefore employment and tax revenue. I believe from communication with Jerko that Puna mining is / has been working with the authorities responsible to sign off the permits.
