It says it quite clearly, those are estimated costs, estimates taken not from a commercial plant operations but from the pilot plant.
Now that the pilot plant has to be scaled back and doesnt appear to have an efficient production process as per last pilot plant update, it further throws into doubt whether any of the PEA metrics can be relied upon.
We just wont know until the actual 2k tpa plant is producing in about 2 years frrom now.
