Not sure if the site already had existing storage tanks or they were installed after AGY took it over... I assume it did already have them as PA be a smart operator would've found a site that ticked most boxes.
It rains a bit more on that side of the Andes so you wouldn't risk leaving concentrated feedstock out in the open exposed to the elements. Mind you Borax Argentina SA which is owned by Orocobre have a series of ponds nearby but they could just be waste / tailings dams ???
