You have to be kidding. Semiconductors are custom products made in very high volumes. Taiwan produces 90% of the most advanced semiconductors. Mainland China is way behind.
And RE's are not all that rare, just difficult to separate economically. There are several major RE projects in North America underway. MP is in full production again.
Where the Western system fails is in refining and making magnets.GM is partnering with MP on magnets, but unless the Japanese decide to license a lot of their patents and share their tech magnet making in the west will be limited.
