This end of financial year in the UK expectation of contracts has been quite disappointing the last 2 years. If I remember right, we had the same scenario with budgets to be spent before that date last 2 years with very little to show? Hopefully better this year but I think if a contract is coming it will just drop when they ready anytime of the year and will not be rushed to meet eofy deadline.
