I think you need to define "they", western economies are focused on decarbonisation but China isnt. We turn of all our coal and you won't see it on that chart. I think the equivalent of our coal gets built each year there.
gas is still framed as evil carbon buts its far cleaner than coal and better suited to work with renewables.
