Even if it is for those things, which I agree would be the better options - this large of a raising results in a net negative for the stock. Its a poor decision from management at the end of the day.
The best we can hope for going forward is for management to counteract the effect of the dilution by using the funds intelligently to add as much value to the company as possible and not squander it.
