No, it's part of the deal of acquiring NAL. They are REQUIRED to get the conversion plant going within a certain timeframe, as per Quebec's wishes. They just need to agree if they will complete the existing plaqnt or build a new one, after doing their DD. If PLL don't want to chip in, that does not mean that their OTA (the initial arrangements) goes on forever.
