Looks more like permit to operate at Amos under mining and the environmental acts and also further down seeking possible government grant, loan or funding to assist.
May not go it alone, maybe government low interest loan paired with possibly a partner.
A permit to operate is obviously no set in stone contract for construction. No confirmation of approval or government assistance. Not material but still good find.

Apply for this first, if they cant even get permit, no point in purchasing.
