I did a bit of digging on the department of energy website and found the loan programs for critical minerals / elements. I am also going to do the same of the department of defense, so far I located this excerpt and it is pretty much as I had suspected. There is a lot more to be done and I am getting the ball rolling but need others to join in, to see if there is any programs available that support the EMC claim. Also most US government program take a long time to get through the application process and should have lists of applicants. A quick search for evelution metals on the DOE.gov site came up with nothing. Again, this is not exhaustive but if we all do some research and still nothing shows up, I think we have our answer.
