For the uninformed like me what exactly happens when a "re-rate" happens and who declares it?
I assume a re rate to a higher stock price doesn't automatically convert the stock price to that level in one go? Is it just sentiment and outlook change and a slow gradual up stick over time?Thanks in advance.
