definitely need a OT paddy. not 100% is needed. but you need to reduce risk, you might leave 10-20% max to spot or just leave plant efficiencies above name plate to spot. it's all about risk management and funding for growth, reduces your cost of capital, sites up the business it's good for Sya and its customers - win/win, each party can plan for the future and display a sound business case to the banks for capital requirements
