Depends on your strategy, I guess. If you are accumulating with a long term buy and hold outlook, then sure, great time to buy. If, however, you are taking a short term trading view, the RSI can dribble along in oversold range for some time, so you probably want to be sure that a clear upswing is underway, rather than just a normal fluctuation within overall weak sentiment.
