PLL does have a LOM contract at NAL just read the contract, anything surplus to the requirements of the refinery, which will be beggar all, goes to PLL under the existing terms for the LOM.
As both parties have to agree on things then if Keith plays hardball with the refinery timeline then SYA can equally play hardball with deciding if there is anything left over at all from the refinery for PLL...
