No I saw the cap raise as a sign of risk aversion not gambling....yes one would expect ongoing talks on all projects as a part of normal proceedings and also the overall review but it's certainly not a good time for making any deals, we're not in a position of strength.
I suspect MOBLAN may be getting more attention than a refinery at the moment as it has considerable permitting that needs to be started as soon as possible.
