As someone who lives in California, I can confirm that it’s not only a thing, but it’s been codified statewide, now. There’s video of the Governor, Gavin Newsome, recounting how he saw a shoplifting occur in front of him, he was nonplussed when he asked why the employee at the checkout stand why they weren’t stopping the crime, and the employee blamed the governor and his stupid policies. He BRAGGED that his policies are tough, and that he asked to speak to the employee’s manager.
You might get arrested, but it’s the lowest level of misdemeanor, and most district attorneys won’t even file charges, regardless of the evidence involved.
