So who is capping this stock and why

You won't find the answer on HC you could get a hundred theories and be no wiser...but the most logical reason for the stagnation of SYA's shareprice is uncertainty surrounding the upcoming review and the sustainability of the recent rise in spod pricing.
There is no good reason for many on the outside looking in to commit to buying untill there is more clarity. However there could also be corporate activity in the background but you will find that out after the event not before it. A lot are prepared to wait and pay more for clarity.

It's easy to overthink something that really doesn't need a lot of thought at all IMO, its what it is and not a lot can be done about it..
