The very fact that the reveiw was expected to take around 2 months when they already had a number of initiatives in place directly related indicates it might be a more complex than just deciding if they were going ahead with the C-150 jaw crusher project this year or next.

The outcome is considerably more important than it coming in earlier or later than expected, its frustrating but only if you turn an expectation into a deadline or even a promise as some like to do.

They could have put no expectation on timing at all, I doubt that would have eased any frustration.
