To have any hope of catching up to China, the US and Europe might need to do what China did 20 or 30 years ago.
China enticed the world’s best manufacturing companies into their country on the condition that everything would be shared 50/50.
The western companies offered up expertise in return for access to a billion plus population.
It was suggested that America might now need to do the same in reverse, (Europe has already started).
Allow Chinese companies into America but they will need to share 50/50.
