All of the ex-China refineries that have come on line recently (or are about to), are all lithium hydroxide.
The decision to go that way, would likely have been made at least five years ago, (maybe as long as ten).
In that time, new technologies have evolved and chemical requirements have changed.
Any new refineries in planning now, should be designed around the latest technologies, (with the appropriate chemistry).
I question whether SYA and PLL has the capability or will to want to resurrect the outdated NAL lithium carbonate plant.
Furthermore, I doubt that SYA would want to be developing (in parallel) two refineries producing different chemicals.
